The only reason I would give to recommend 99 would be if you prefer graphics above all else (controls, AI, options, and utility support). The graphics are 3d in 99 but the game has always been incredibly broken.
Better stability in Windows than FB Pro 96 and plays like an actual football game (with the right playbooks / rosters) unlike 99, which doesn't resemble football in any way, shape, or form.
